Board Charge

The board of directors has the ultimate responsibility for the collection of funds for the national pork checkoff, their disbursement to state organizations, and their investment in industry promotion, research and consumer information programs.

The board of director’s primary charge is the vision and strategic direction of the organization, to insure that the organizations plans and budget are in alignment with the vision, and to hire and supervise the chief executive officer.

Time Obligation

To be determined by board of directors.

  • A minimum of 12 states must be represented on the board of directors

Committee: Nominating

Committee Charge

To solicit, screen, interview, evaluate and recommend 8 candidates to the Pork Act Delegate Body to be elected as nominees to the U.S. Secretary of Agriculture for appointment to the National Pork Board, and also for 2 seats on the Pork Checkoff Nominating Committee.

Time Obligation

The committee meets by telephone one or two times each year in November/December, to review communication efforts to solicit candidates, to review lists of potential and actual candidates and to create a plan to solicit additional candidates if necessary. A 2-3 day interview meeting is held in Kansas City the first part of January to conduct face-to-face interviews, as well as phone interviews. From this meeting a list of prioritized candidates is created, and that list is circulated to states in preparation for elections at the Pork Act Delegate session.

Committee members should meet these criteria:

  1. Are familiar with and knowledgeable about Pork Board programs.
  2. Are knowledgeable about producers who exhibit national leadership skills.
  3. Are knowledgeable about the Pork Industry.
  4. Have diversity in gender, geographic areas, type of operation, producer types etc.
  5. Conduct themselves in an open, unbiased and objective manner.
  6. Some members should be familiar with the work of the committee, with NPB, States, organizational businesses, etc.
  • Four members elected by Pork Act Delegates
  • Two members named by the National Pork Board
  • Chair named by National Pork Board

Committee: Resolutions

Committee Charge

To review and evaluate resolutions submitted for consideration by the National Pork Producers Delegate Body (Pork Act) related to promotion, research and consumer information from local, state or national pork producers or importers or their pork-specific organizations; to organize, evaluate, compare to existing policy, edit with the consent of the originator; to offer amendments or clarifying language; to make recommendations to the Pork Act Delegate Body.

Time Obligation

The committee typically meets only on conference calls. There are generally 2 calls scheduled for late January/early February. This is as late as possible to receive all adopted resolutions from State Association Annual Meetings, yet early enough to evaluate them as a Committee, organize and add background information, and prepare them for printing in the Delegate Manual to be mailed to all Pork Act Delegates. E-mails are used to communicate much of the information. There are no face to face meetings. There is approximately a 10 day time period of substantial activity in reviewing background materials and responding to ideas. In this manner each resolution is prepared with enough information to assist Delegates in a productive debate, and to successfully deal with each resolution.

Committee: Budget

Committee Charge

This is a standing committee of the Board of Directors whose purpose is to continually evaluate the financial position of the organization and make recommendations to the board of directors regarding budgeting targets, both revenues and expenditures, and supplemental funding requests. The budget committee also is responsible for oversight of the organizations Plan of Work and the development of the annual strategic operating plan and budget. And finally, the budget committee has oversight responsibility for the state pork association checkoff plan and budget.

Jobs:

  1. Establish industry budget projections and monitor revenue and expenses.
  2. Establish guidelines and format for state plans and budgets.
  3. Receive, review and recommend approval of state plans and budgets and their revisions.
  4. Develop and monitor the operating budget of the National Pork Board.
  5. Review and coordinate with the Plan of Work and Budget Task Force priorities on industry plans and budgets for recommendation to the National Pork Board.
  6. Request, review and recommend industry programs and projects to the National Pork Board from submitted proposals utilizing industry input and issue identification processes.
  7. Submit approved or revised plans and budgets for use of funds to U.S. Department of Agriculture.
  8. Review, monitor and communicate collection and compliance policies and practices.

Time Obligation

The committee meets 3 – 4 times per year for one to two hours always in conjunction with a board meeting so no additional time or travel is required. Additionally, committee members participate in the plan of work process which requires 2 noon-to-noon meeting sessions and there are infrequent conference calls.

Committee: Compensation

Committee Charge

This is a standing committee of the Board of Directors whose purpose is to evaluate CEO performance, decide CEO compensation and set CEO goals; to work with the CEO to determine the annual organizational goals and bonus program; and to work with the CEO to determine the NPB’s salary increase pool and benefit plans.

Time Obligation

The committee meets 2 times each year by conference call and once per year in person.

Committee: Administrative

Committee Charge

The Administrative Committee is one of four standing committees of the Board, along with Budget, Compensation and Audit. It is responsible for liaison with USDA, the supervision and review of the administrative procedures and policies for implementation of the Pork Act and for oversight of state pork associations with regard to Administrative Compliance procedures.

Duties:

  1. Review and recommend administrative policies to the National Pork Board.
  2. Maintain effective liaison with USDA, and provide appropriate oversight of checkoff funded projects and programs for consistency with the Pork Act and Order and with USDA Policy.
  3. Oversee State Association Pork Act Delegate Election and/or Selection Processes. Review all state documents, work with states and National Pork Board Staff to perfect them where possible, and submit to USDA for appointment of Delegates.
  4. Review and approve an annual State list for Administrative Reviews.
  5. Manage State Administrative Reviews and recommend approval of state systems, modification of policies or processes as needed, or withholding funds or such other measures as may be required to bring state into compliance with the Pork Act and Order, USDA policy and Pork Board Policy.
  6. Oversee Board internal and external communication of National Pork Board funded programs.

Time Obligation

The Administrative Committee meets approximately 3 times annually, always in conjunction with a full Pork Board meeting. This work is supplemented by regular email communications to update the Committee on activities under its jurisdiction and to gain approval to move forward. Meetings are usually 1 – 2 hours.

Committee: Audit

Committee Charge

The Audit Committee is responsible for: financial accountability of Pork Act funds; performance accountability of programs where Pork Act funds are utilized; and determining that funds have been spent in keeping with the provisions of the Pork Act.

Financial Accountability - Appropriate Use of Funds

  1. Confirm that checkoff dollars are appropriately spent.
  2. Secure, receive and review financial audits for state pork producer organizations receiving mandated funds.
  3. Select and recommend audit firm(s) and their appropriate use.
  4. Submit approved audits to USDA.

Performance Accountability

  1. Establish methods to determine that programs meet defined objectives.

Time Obligation

The committee meets 2 – 3 times per year for one to two hours always in conjunction with a board meeting so no additional time or travel is required.

Committee Charge

The Producer Services Committee gives direction on producer services, programs, initiatives, and delivery mechanisms such as professional industry certification programs, the Pork Information Gateway concept, the national cooperation initiative, and the distance learning modules and conferences & seminars. Further, this committee works with educators, instructors, and third-party influencers to deliver educational material to help pork producers to be competitive in today’s industry. This committee also develops tactical plans for review by the Plan of Work Taskforce and National Pork Board of Directors.

Purpose

The purpose of the Producer Services Committee is to develop ideas and promote comprehensive programs of producer information/education which meet the needs of the entire pork industry. Its task is to help identify the major issues, which require an educational effort for pork producers.

Time Obligation

The committee meets 3 times each year, January, April & August. Each meeting is typically a two day meeting.

Committee Charge

Purpose of this committee is to provide guidance and input for the Producer & State Relations department and its strategies/activities. This leadership will be focused on Producer Outreach, State Relations, and the Producer Service Center activities. The committee will provide input on programs linking the national, state and local pork organizations, their relationships and collaborative activities. The committee may also provide input and feedback to the Communications department as it develops messages for producers.

Time Obligation

This committee meets one to two times per year. The duration of meeting is normally noon on one day to noon on the next day, but may be adjacent to an activity focused on producer interaction and outreach.

Committee Charge

The Swine Health Committee is responsible for identifying and prioritizing diseases that impact the swine industry (such as PRRS and PMWS), reviewing, approving and allocating check-off dollars for proposed research projects, determining outreach and educational priorities for producers and establishing positions on key swine health issues to represent the best interest of the pork industry. Current projects/programs are the PRRS Elimination Initiative, swine ID, biosecurity, disease surveillance, and emergency planning and preparedness.

Time Obligation

The committee meets for two days at least twice yearly – February and the Fall – but may meet an additional time if needed. Monthly conference calls are held and usually last one hour.

Committee: Animal Science

Committee Charge

Mission Statement – Identify, design and support comprehensive animal science research and education programs to provide science-based information to the pork industry. The Animal Science Committee identifies animal science related research & educational opportunities to enhance producer competitiveness and profitability. It has named the following issues as programming priorities for 2006: Sow Longevity (gilt development and maximizing the productive life of the breeding herd), Pork Quality (developing a comprehensive consumer pork quality study), Feed/Nutrition (partnering with United Soybean Board to investigate energy content in feeds and how feeds affect the neonatal diarrhea) and Swine Genomics (swine genome sequencing and genetic resistance to PRRS and other diseases). Other programming areas include alternatives to antimicrobials and niche pork production – alternative production systems.

Time Obligation

The Animal Science Committee meets for two days twice annually, generally July and December. Also, the committee meets 2-3 more times annually via conference call. Members are encouraged but not required to attend various advisory group and oversight committee meetings throughout the year.

Committee Charge

The mission statement of the Animal Welfare Committee is to maintain and promote the pork industry tradition of responsible animal care through the application of scientifically sound animal care practices. The committee’s primary responsibility is to identify and address welfare issues facing the industry, such as housing and transportation. The committee is also responsible for the development and maintenance of the Swine Welfare Assurance Program (SWAP) as well as funding swine welfare related research each year.

Time Obligation

The Animal Welfare Committee usually meets three times yearly - February, July, and November. Meetings last approximately a day and a half. Conference calls between meetings are held as needed.

Committee Charge

The Environment Committee is charged with developing proactive programs to help producers meet the challenges for responsible pork production and protecting the environment while maintaining the economic competitiveness of the U.S. pork industry. The Committee has oversight over Pork Checkoff funded research and technology transfer programs related to environmental issues surrounding pork production including air quality, odors, water quality in surface and groundwater, manure and nutrient management, and land practices. Key issues that the Committee is currently focused on are resolution of the odor issues surrounding pork production and participation in the National Air Emissions Study in cooperation with other livestock industry groups and the U.S. EPA.

Time Obligation

The Committee meetings are generally held quarterly – February, June, September & November – and are usually two days in length. Additional meetings may be held by conference call if necessary to address special topics.

To assure the safety of US pork through coordinated science-based efforts throughout the pork chain. The committee efforts are directed to decreasing the potential for foodborne illness associated pre-harvest and post-harvest with pork products and to improving product image with regard to safety among consumers worldwide. In addition to food safety the committee has responsibility for antibiotic use and resistance as well as the technical content of PQA.

Time Obligation

The committee meets as needed, averaging three two day meetings each year – February, July, and Fall. There are another 3-6 conference calls held each year.

Committee Charge

The Demand Enhancement Committee is responsible for oversight of all Pork Checkoff-funded integrated marketing programs, to increase the consumer demand for pork by improving pork’s acceptability and availability. The Committee provides producer oversight and input in the following areas:

  • Consumer Marketing
  • Consumer Advertising
  • Pork Information Bureau (public relations)
  • Channel Marketing
  • Retail Marketing
  • Foodservice Marketing
  • Marketing Resource Center (market research)

The Committee’s charge is to support a long-term approach to building pork demand by investing the funds necessary to make a significant difference in consumer behaviors. Plus the Committee plays a role in communicating the Don’t be blah success to date with producer audiences.

Time Obligation

Currently two committee meetings are held each year; one in the spring and one meeting in the fall. The meetings are typically 2 days, usually a noon to noon, not including travel time for members. In the past, one meeting has been held in Des Moines, Iowa and one at a external location that provided an educational component related to programs. To familiarize themselves with the market, committee members are also asked to periodically participate in departmental functions such as retail promotions, foodservice promotions, industry meetings such as American Dietetic Association, Foodservice Advisory Council, Retail Advisory Council, etc.

Committee Charge:

The Pork Trade Committee is responsible for oversight of all Pork Checkoff-funded export marketing programs, implemented through the efforts of the United States Meat Export Federation (USMEF). The Committee provides producer oversight in the following areas:

  • Establish a world-class image and reputation for the U.S. Pork industry in the minds of importers and consumers
  • Create acceptance among the trade and consumers in key international markets.
  • Continue the positioning of U.S. Pork in the global marketplace as the safest, highest quality, most consistent and available, best-tasting pork the world over

U.S. Pork is currently exported to over 87 different countries. Japan is the largest market for U.S. Pork exports, buying more than half of U.S. exports on a value basis. Other key markets include Mexico, Korea, China, Taiwan, Southeast Asia, Russia, Central Europe and Latin America.

The Committee’s charge is to support a long-term approach to building pork demand in export markets by investing the funds necessary to gain market access and make U.S. Pork an accepted choice. In addition, the Committee plays a critical role in working with the Pork and Allied Trade Committee of USMEF which has producer, packer, and grain association members.

Time Obligation:

Currently two committee meetings are held each year in conjunction with USMEF Board of Directors meetings; one in the spring and one meeting in the fall. The meetings are typically 2 days, usually a noon to noon, not including travel time for members. Committee members may be asked to participate in conference calls on specific initiatives by department.

Committee: Niche Pork Development

Committee Charge

The Niche Pork Development committee is responsible for oversight of all Pork Checkoff-funded marketing programs involving opportunities for pork in the niche markets. Niche markets are those in which consumers are looking for pork with specific attributes that are not met in the traditional ways of producing and marketing pork. The Committee provides producer oversight and input in the following areas:

  • Producer and industry educational programs
  • Customer awareness activities
  • Research
  • Producer and customer communications

The Committee’s charge is to oversee programs which enhance pork consumption by meeting customer demands for value-added pork and pork products while helping increase the opportunity for niche producer profitability.

Time Obligation

Currently one committee meeting is held in Des Moines each July The meeting is typically 2 days, usually a noon to noon, not including travel time for members. Other meetings may be scheduled if warranted. Quarterly updates are sent to all committee members. To familiarize themselves with the market, committee members may be asked to periodically participate in departmental functions such as producer niche seminars and research meetings. Committee members are expected to take an active role in meetings and external functions.

Committee Charge:

The Pork Checkoff’s Nutrition Committee oversees nutrition research which advances the demand for pork. Nutrition research at the National Pork Board is managed within the Demand Enhancement department, with both planning and publicity based on the end-consumer target. Committee members do not need a background in human nutrition or marketing, but an interest in the promotion of pork as part of a healthful lifestyle is helpful. The Committee was restarted in 2005 based on the Board members’ insight regarding the need for nutrition research to support demand and assist policy mandates of the NPPC. Currently, research has covered a reanalysis of the pork’s nutrient content (with the University of Wisconsin and the USDA) and a weight loss study (with Purdue University). The Committee sets research priorities – with the assistance of NPB staff and a nutrition research consultant – and votes on research proposals.

Time Obligation:

Currently the Committee has one face-to-face meeting a year with an educational component. The meeting will likely be a two-day commitment, depending on travel time. The Committee also conducts at least two conference calls a year. As issues warrant, NPB staff may ask for input via email.
